Some 20 years ago, Supreme Court of Canada Justice Gerard La Forest commented on the potential to use technology to track every movement in public for indefinite periods as “an unthinkable prospect in a free and open society such as ours.” Unthinkable as it may have been, the prospect of such a system is no longer only the stuff of science fiction.
